Can the plastic mulch be used without drip, or must be used together with drip?

The reason this plastic mulch paper for sale in Kenya is used with drips is because if you do overhead irrigation, very little water will get to the crop.
If you have to use another irrigation method, then use a hose pipe where you water every plant individually through the hole it pop up from
